If I stop shaving.....?

I used to have fine hair on my arms and used to Nair them now and then. Then I decided to try shaving and its been a disaster. My hair looks thicker and coarser and even after shaving, I appear to have stubble. I would like to go back to Nairing, but I tried it on short hair and it seemed to leave a stubble due to the coarseness. If I let my hair grow out COMPLETELY, will it return to its original state? =/ Thanks!
